PURPOSE: A video decoding apparatus using a loop filtering unit is provided to perform a loop filtering based on a decoding unit by determining a filtering area and a filtering type. CONSTITUTION: A reception unit(21) extracts coded video data and encoding information from the bit stream of a video. An ALF decoding unit(22) receives video data and the extracted encoding information. The ALF decoding unit decodes video data encoded by an encoding unit. A restoration unit(23) restores pictures through the combination of video data in encoded space area. The restoration unit restores the video.
