<P>PROBLEM TO BE SOLVED: To provide a terminal cover which can certainly improve waterproof of a terminal bolt and insulation to the terminal bolt which protrudes downward and attaining a suitable layout, and to provide a starter motor. <P>SOLUTION: The terminal cover 83 that serves for covering the terminal bolt 36 protruding from the lower part of the starter motor 1 includes a cover body 84 having a bottom wall 84a and a peripheral wall 84b to surround the terminal bolt 36, and a draw-out part 85 which is integrated with the peripheral wall 84b and guides upward a lead wire one end of which is connected with the terminal bolt 36, along the outside surface of the starter motor 1.
