<P>PROBLEM TO BE SOLVED: To reduce the information amount of a depth image with simple processing with small delay. <P>SOLUTION: An image encoding device 10 comprises: a division unit 11 for acquiring a depth image; a depth value distribution creation unit 13 for creating the frequency distribution of depth values in the depth image acquired by the division unit 11; a pixel classification unit 14 for dividing the depth value distribution created by the depth value distribution creation unit 13 into plural sections according to the continuity of the depth values in the distribution to determine the representative value in each section of the depth value distribution; and a depth value conversion unit 16 for converting the depth values contained in each section of the depth value distribution divided by the pixel classification unit 14 to the representative value so as to convert the depth image.
