<P>PROBLEM TO BE SOLVED: To provide diversity to a message to inspire a user to act on an on-line community. <P>SOLUTION: An action log acquisition part 11 acquires an action log showing an action performed on an on-line community by a user. A support target person detection part 13 detects a support target person from users by a prescribed standard on the basis of action logs stored in an action log storage part 12. A message creation part 14 creates a message to be transmitted to the support target person from a message that meets the prescribed standard, on the basis of at least one piece of information in the items included in meta information stored in a meta information storage part 16, such as a type of the action to be an object of the message, an object of the message, an attribute of a user transmitting the message in the past, the transmissions frequency of the message to the support targe person, and information showing effect after transmission of the message.
