Disclosed are a video coding device, a video coding method thereof, a video decoding device, and a video decoding method thereof. According to an embodiment of the present invention, the video coding device comprises: a block mode determination unit which determines a block mode for a current block; a non-coded intra (NCI) block-intra coding unit which codes an NCI block by executing an intra prediction for the NCI block that exists in a peripheral block if the NCI block exists in the peripheral block of the current block, when the block mode of the current block determined by the block mode determination unit is an intra mode; and a current block-intra coding unit which codes the current block by executing an intra prediction for the current block if the NCI block exists in the peripheral block of the current block, when the block mode of the current block determined by the block mode determination unit is the intra mode.
