ENCODING DEVICE, IMAGING DEVICE, ENCODING/TRANSMITTING SYSTEM AND ENCODING METHOD

PROBLEM TO BE SOLVED: To provide devices, a system and a method which decrease discomfort of a viewer felt in encoded motion picture data.

SOLUTION: The encoding device 1 comprises: an obtaining section 11 for obtaining moving picture data 21 including a plurality of image data sets 23 reproducible at a predetermined rate; a determination section 14 for determining necessity of encoding of each image data set 23 in the obtained moving picture data 21 and outputting a designation signal for designating each image data set 23 as an encoding image data set 23 or a non-encoding image data set 23; and an encode execution section 15 for encoding the plurality of image data sets 23 obtained by the obtaining section 11 by reducing the image data sets 23 based on the determination results by the determination section 14. The determination section 14 determines necessity of encoding of each image data set 23 such as to stabilize reproduction intervals of the plurality of image data sets 23 of the moving picture data encoded by the encode execution section 15.
