<P>PROBLEM TO BE SOLVED: To provide a photocatalyst capable of performing the oxidative-decomposition of an organic matter under light irradiation and manufacturing chemical fuel (hydrogen, methane) using the organic matter as a raw material, and a method of simply manufacturing an photocatalytic material. <P>SOLUTION: The clay photocatalyst has a photocatalytic activity by oxidizing structural iron (Fe II) that a clay mineral contains in the crystal structure into iron (Fe III) using a proper oxidation method.
