<P>PROBLEM TO BE SOLVED: To provide a game machine that eliminates an illegal act without increasing a control load of a CPU. <P>SOLUTION: The game machine executes a lottery process (ST5) for comparing a random number value RND generated by a random number generating circuit 66 with a predetermined lottery value Hit and determining whether to generate a game state advantageous to a player. The random number generating circuit 66 includes: an oscillation section OSC consecutively outputting a counting clock Φ; a counter section CT stopping a counting operation when receiving a control signal CTL of a prohibition level, and repeating the counting operation based on the counting clock Φ when receiving a control signal CTL of a permission level; a latch section La retaining output data of the counter section CT at a predetermined timing as a random number value; and an output section Ro outputting the random number value based on a command from the CPU.
