PURPOSE: An apparatus and method for tunnel monitoring based on an adaptive background is provided to output a signal for an abnormal situation. CONSTITUTION: A background image generator(110) creates background image coping with a plurality of video frames. An object area detection unit(120) detects an object area from a current image frame. If a matching rate is bigger than a set similarity between a sample pattern and the object area, an object area decision unit(130) outputs a control signal. If the control signal is inputted, a notification signal output unit(140) creates the abnormal situation alarming signal.
