PROBLEM TO BE SOLVED: To make it possible to efficiently use anchor information.

SOLUTION: When anchor information to be used in decoding processing of a decoding target block does not satisfy a condition concerning sameness as anchor information used for a previous block, anchor information of an anchor block corresponding to the decoding target block is acquired from an anchor information storage unit. When the condition concerning the sameness is satisfied, the anchor information used for the previous block is continuously used. A motion vector is calculated using the acquired anchor information or the continuously used anchor information. Predicted image data is generated by performing motion compensation based on the calculated motion vector. Then, decoded image data is generated using the predicted image data.
