PROBLEM TO BE SOLVED: To set the number of setting servers to be not excessive.

SOLUTION: A setting server 1 manages a service order for each queue 160 corresponding to a device 2. When a processing load of the setting server 1 exceeds a request threshold, the setting server 1 selects another setting server 1 having the lowest processing load from among other setting servers 1. Then the setting server 1 inquires of a selected setting server 1 whether reception of the service order is possible or not. When receiving a response that the reception of the service order is possible, the setting server 1 sends the service order to the selected setting server 1 in a unit of the queue 160.
