<p>The present invention discloses a method, a system and a radio side network element for implementing that multiple users share common radio resource to share service. Wherein the method includes that: when assigning services to terminals, the core network sends a service assignment message to the radio side, said message carries indication information for indicating whether the downlink resource shared allocation will be implemented in the radio side for the current service; after receiving said service assignment message, the radio side network element determines whether the downlink resource shared allocation will be implemented in the radio side for the current service, if yes, uses the same network temporary identity to schedule multiple terminals using the current service and to transmit downlink service data. By the present invention, the radio resources can be saved effectively, and the downlink interference can be reduced effectively at the same time.</p> |
