Provided are a holder capable of satisfactorily holding an optical cable without causing problems such as breakage and damage, and a fusion welding apparatus provided with the holder. A holder (21) for holding an end of an optical cable (11) having an optical fiber core (12) extended from an outer cladding (16). The holder (21) is provided with: a holder body (22) on which the optical fiber core (12) and an outer cladding (16) portion of the optical cable (11) can be disposed; a core holding lid (31) for pressing and holding the optical fiber core (12) disposed on the holder body (22); and an outer cladding holding lid (33) for pressing and holding the outer cladding (16) portion disposed on the holder body (22), the outer cladding holding lid (33) pressing the portion with a greater pressing force than the core holding lid (31).
