PURPOSE: A method for dynamically changing a frame parameter is provided to change a parameter of an input frame when both the input frame and a prediction frame are special scenes or general scenes. CONSTITUTION: If an input frame is a special scene, a next frame is predicted(21,22). If the input frame is a general scene, the next frame is predicted(23). When both the input frame and a prediction frame belong to special scenes, a parameter of the input frame is changed by special scene handling(24,26). When both the input frame and the prediction frame are not special scenes, the parameter of the input frame is changed by general scene handling(25,27).
