PURPOSE: A water purifying apparatus and a method for controlling the concentration of dissolved materials for the apparatus are provided to elute dissolved materials of constant concentration to a discharging flow path regardless of the retention time and the flux of water. CONSTITUTION: A first filtering part(10) is in connection with a water purifying line(11) and fills dissolved material sources(15) in activated carbon(13). A second filtering part(30) functions as a carbon filter(31) and is parallelly connected with the water purifying line. A diluting reactor(50) is in connection with the discharging parts of the first filtering part and the second filtering part and dilutes the dissolved materials from the first filtering part using water from the second filtering part. A controlling unit(70) is arranged at the water purifying line and adjusts the flux and the flow of water using a controller(90).
