PURPOSE: An idle mode management method in mobile wireless connection system and apparatus thereof are provided to offer reliable services to a user by effectively managing an idle mode. CONSTITUTION: A base station provides MBS(Multicast and Broadcast Service) to a terminal(S110). When the terminal receives the MBS, the base station creates a first idle mode starting permission message including first combination values(S120). When the terminal does not receive the MBS, the base station creates a second idle mode starting permission message including second combination values(S130). The base station transmits the first idle mode starting permission message or the second idle mode starting permission message to the terminal(S140).
