PURPOSE: Additives for manufacturing emulsion fuel oil and the emulsion fuel oil including the same are provided to reduce a cost required for manufacturing the emulsion fuel oil using byproducts from a biodiesel oil manufacturing process. CONSTITUTION: Additives for manufacturing emulsion fuel oil are based on waste oil, wastewater, or the mixture of the same which is byproducts of a biodiesel oil manufacturing process. The biodiesel oil manufacturing process refines biodiesel oil based on stock oil which is obtained by milking fat-containing biomass. The biomass is oil seed. The milking operation is a hulling milking operation or a non-hulling milking operation. The refining process is based on a degumming process. The waste oil, the wastewater, or the mixture of the same contains phospholipid. The emulsion fuel oil includes the additives and heavy oil.
