<P>PROBLEM TO BE SOLVED: To provide a second synchronization detecting device capable of establishing a synchronization point by a relatively simple determination process even when a time code signal is finely sampled, and a radio clock including such second synchronization detecting device. <P>SOLUTION: A second synchronization detecting device includes: sampling means (S18, S19) that detects a level of a time code signal in a predetermined sampling period; digitizing means (S21) that digitizes a change in the level detected by the sampling means; and calculating means that performs, on each of a series of values digitized by the digitizing means, an adding process (S26) for adding up each such value and multiple successive values around the value and a totalizing process (S21) for totalizing values for multiple seconds in a period of one second.
