<P>PROBLEM TO BE SOLVED: To provide an aqueous urethane resin composition which excels in water resistance, chemical resistance (acid resistance, alkali resistance), adhesion with a substrate and the like, and which can be suitably used for a surface treated steel sheet coating material. <P>SOLUTION: The aqueous polyurethane resin composition includes an aqueous polyurethane resin which is obtained by making a chain extender react with a urethane prepolymer. 5-35 mass% of a polyol component is a 10-32C long chain alkylene diol compound (a), the chain extender includes a polyalkylene polyamine compound (b) expressed by General formula (1), the content of (b) component is an amount in which the equivalent of an amino group of the polyalkylene polyamine compound is set to be 0.2-1.0 when the equivalent of an amino group of the all chain extender is set to be 1, and the content of all the chain extender is an amount in which the equivalent of an amino group of all the chain extender is set to be 0.5-0.9 based on one equivalent of an isocyanate group of the urethane prepolymer.
