PROBLEM TO BE SOLVED: To provide an optical pickup device which protects a light emitting chip emitting a laser beam from electrostatic discharge damage and which includes a short circuit part for protecting a substrate connected to the light emitting chip, and a method for producing the device.

SOLUTION: A circuit board 15A has a wiring 22A, a wiring 22B and a wiring 22C arranged on the upper surface of a substrate 21. A short circuit part 24A is provided between the wiring 22A and the wiring 22B and a short circuit part 24B is provided between the wiring 22B and the wiring 22C. The short circuit part 24A comprises a first connecting part 34A and a second connecting part 34B which separate a through hole 34 by a separation groove 26. The first connecting part 34A is connected to the electrodes of a light emitting chip through the wiring 22A and the second connecting part 34B is connected to other electrodes of the light emitting chip through the wiring 22B.
