PROBLEM TO BE SOLVED: To provide necessary or useful information by connecting a plurality of portable terminal devices in different traveling states.

SOLUTION: An information provision system includes: at least one portable terminal device 12; and a server apparatus for performing a mobile communication with the portable terminal device 12. The portable terminal device 12 is provided with: a position specification part 23 for acquiring position information of the portable terminal equipment 12 by receiving GPS information; a traveling state determination part 33 for determining a traveling state of the portable terminal device 12 from the position information; and a terminal-side transmission part 31 for transmitting portable terminal information to the server apparatus or other portable terminal device in accordance with the traveling state.
