PROBLEM TO BE SOLVED: To provide a method and system for removing fluorine effectively removable of fluorine from water to be treated without using a pH adjusting agent.

SOLUTION: The water W to be treated is electrolyzed in an electrolytic cell 1 to produce acidic water Wa to be treated and alkaline water Wb to be treated. The acidic water Wa to be treated is subjected to a fluorine-removing treatment and then the treated acidic water Wa is again mixed with the alkaline water Wb to be treated.
