<P>PROBLEM TO BE SOLVED: To allow a rotation device to efficiently rotate a storage part in a waste toner storage container to efficiently fill the storage part with waste toner discharged from a waste toner hopper. <P>SOLUTION: When waste toner introduced into a waste toner storage container 30 from an outlet 21a of a waste toner hopper 21 through an inlet 33 is conveyed in an opposite direction to the inlet by a conveying part 35 in a cylindrical storage part 31 rotated by a rotation device 40 to be filled into the waste toner storage container, a control device 50 causes the storage part to rotate only when the waste toner accumulated in the lower part of the waste toner hopper is detected by a first detection sensor 23.
