<P>PROBLEM TO BE SOLVED: To obtain a device for testing of a signal security system capable of shortening time of testing the signal security system, and also capable of saving work for testing thereof. <P>SOLUTION: A track circuit setting instruction generating device 5 generates a track circuit setting instruction to change the on-rail condition of a train based on the retained timetable data 54 of the train, transmits the track circuit setting instruction to an electronic terminal simulator 8, and enables a track circuit simulating electronic terminal 83 for simulating a state of an electronic terminal controlling the track circuit to simulate a change of the on-rail condition of the train.
