<P>PROBLEM TO BE SOLVED: To solve such a problem that a drag type windmill such as a paddle type windmill is suitable for small wind power generation because of its simple and robust structure, however, it is not much used for power generation due to its inefficiency, therefore, in order to improve the efficiency, the rotational speed of the windmill must be increased. <P>SOLUTION: An airfoil-shaped roof 1 is provided above a windmill in a horizontal-axis windmill that is rotated with wind in a direction vertical to the rotary shaft of the windmill. A substantially cylindrical shielding plate 3 (hereinafter, a shielding plate) is provided so as to shield the vicinity of the center line on the wind-receiving side. A wind receiving opening 14 is provided below the shielding plate 3. A guide plate 4 is provided so as to guide wind, entered through the wind receiving opening 14, in the rotating direction of the windmill.
