<P>PROBLEM TO BE SOLVED: To prevent lowering of a transmission efficiency. <P>SOLUTION: A transmission processing part 111 transmits an E-DPDCH signal with transmission power instructed by a maximum power determination part 108. An E-HICH determination part 104 acquires ACK indicating reception success in a base station for the E-DPDCH signal or NACK indicating reception failure by decoding the E-HICH signal, instructs an E-TFC selection part 105 to perform first transmission or instructs a retransmission control part 106 to perform retransmission based on the acquired ACK or NACK, and instructs initial transmission or retransmission according to transmission power of the E-DPDCH signal while neglecting the acquired ACK or NACK.
