The present invention relates to a method and apparatus for processing a video signal. The method for processing a video signal according to one embodiment of the present invention comprises the following steps: acquiring scaled motion vector information for a block to be decoded; acquiring a global motion vector of a peripheral picture; restoring the scaled motion vector into an original motion vector using the global motion vector of the peripheral picture; and decoding the block to be decoded, using the restored original motion vector. According to a variety of embodiments of the present invention, image encoding and decoding can be performed in an efficient manner. For example, distortions caused by a blurring phenomenon can be prevented, and distortions caused by an accelerating motion occurred in the whole or a portion of an image can be prevented. In addition, block partitions suitable for characteristics of an image can be realized. Particularly, block partitions using a curve can be realized, thereby enabling motion prediction to be performed with consideration for all characteristics of an image. In addition, a search area having a variable size is set in proportion to a time and a distance, thereby preventing distortions in a direct prediction mode.
