<P>PROBLEM TO BE SOLVED: To achieve a smooth cognitive wireless communication even when a device, especially in a secondary system, can not acquire location information or channel information. <P>SOLUTION: Even when a second device 21 in a secondary system can not acquire location information or channel information, the second device 21 acquires these various kinds of information from a first device 11 by underlay communication firstly. Further, the second device 21 carries out cognitive communication with the other device based on the control by the first device 11 when receiving a communication permission notification.
