<P>PROBLEM TO BE SOLVED: To provide a technique which reduces the amount of CO<SB POS="POST">2</SB>by using Intelligent Transport Systems (ITS). <P>SOLUTION: A terminal device 14 is mounted on a vehicle driven by an engine. A modulation/demodulation part 54 receives a signal including information on a lighting color of a traffic signal and duration of the lighting color from a base station device. A notification part 70 extracts information on red light duration from the received signal when the lighting color of the traffic signal shows the red light.
