<P>PROBLEM TO BE SOLVED: To provide excellent service to radio terminals while reducing power consumption of a radio base station. <P>SOLUTION: After an eNB Configuration Update message including Deactivation Indication IE showing that a radio base station eNB#1 switches to an inactive state for reducing its own power consumption is received from the radio base station eNB#1, a radio base station eNB#2 transmits to the radio base station eNB#1 a Cell Activation Request message for switching the radio base station eNB#1 to an active state, according to the state of radio terminal UE connected to the radio base station eNB#2. <P>COPYRIGHT: (C)2012,JPO&INPIT |
