PROBLEM TO BE SOLVED: To provide a technology by which the securement of visibility and the suppression of glare to a front vehicle, pedestrian or the like can be made compatible at a high level.

SOLUTION: A lighting tool system 100 for a vehicle includes: a lighting tool for an vehicle 70 in which a cutoff line extended in the vehicle width direction can be moved in the vertical direction in a light distributing pattern for a low beam; and a control part which controls the movement quantity of the vertical direction of the cutoff line. The control part determines the movement quantity of the cutoff line based on vehicle existence information in the front part of an own vehicle and the speed information of the own vehicle.
