Disclosed is a terminal device wherein an RF unit (52) reports packet signals as well as receives packet signals reported by other terminal devices. A processing unit (56) generates packet signals to be reported and processes received packet signals. A mode setting unit (110) selects a first mode or a second mode as the reporting mode. The RF unit (52) sets a first transmission power when the first mode is selected and sets a second transmission power that is lower than the first transmission power when the second mode is selected. The processing unit (56) includes in the packet signal a unique identification number applied to the terminal device (14) when the first mode is selected, and includes in the packet signal an identification number shared in the system for communications between terminals, when the second mode is selected.
