PURPOSE: A phosphor ceramics is provided to embody emitted light color, to obtain optical permeability, and to improve physical strength in a non-fluorescent layer. CONSTITUTION: A phosphor ceramics(1) comprises at least one fluorescent layer(2) and at least one non-fluorescent layer(3) stacked on the fluorescent layer. The fluorescent layer contains basic material and additional material for emitting fluorescent. The non-fluorescent layer does not contain the additional material for emitting fluorescent but contains the basic material; the thickness of the fluorescent layer is 100 micron or less.
