PURPOSE: A phosphor layer and a light emitting device are provided to convert light into desirable light and reduce chromaticity difference by the phosphor layer coating the light emitting diode. CONSTITUTION: A release material(2) is formed with a flat rectangular sheet shape. A phosphor layer is formed on the surface of the release material. The phosphor layer includes a plurality of phosphor units(5) which are arranged with a preset space. The phosphor unit is orthogonal to the thickness direction of a phosphor layer transfer sheet(1). An adhesive layer(4) exposes the peripheral area of the release material.
