PURPOSE: A heating steering wheel capable of radiating heat uniformly and a method for manufacturing the same are provided to implement uniform temperature distribution in a rim by making the heating layer of the rim thicker on the outer side of the rim. CONSTITUTION: A heating steering wheel comprises a hub core(1), a foam layer(2), a heating layer(3), and an electrode. The hub core is provided according to the shape of the rim a steering wheel. The foam layer, which includes polyurethane, is formed to cover the hub core. The heating layer is formed on the exterior of the foam layer, where the thickness is greater on the outer side than the inner side of the rim around the drive shaft of the steering wheel. The heating layer includes carbon black or/and carbon fiber. The electrode, including copper, is electrically connected to the heating layer and provides electric current.
