PURPOSE: An electro-active polymer driver is provided to reduce manufacturing time and production costs by executing the formation of a surface electrode pattern in an automated process. CONSTITUTION: An ion exchange polymer material(100) is composed of ion polymer metal composite compounds. The ion polymer metal composite compound comprises a first side(S1), a second side(S2), a third side(S3), and fourth side(S4). The ion polymer metal composite comprises a lower side(BS) and an upper side(TS) which is included in the bottom part of the first to fourth side. A surface electrode is formed in the surface of the ion exchange polymer material. The surface electrode comprises a first surface electrode to a fourth surface electrode(210a,210b,220a,220b).
