In a disclosed embodiment, a maintain and adjust threshold module (312) determines the desired signal to noise and interference ratio for a first channel by monitoring the received quality of that channel (348). Next, a delta computation module (314) produces a threshold delta (324), which is then added to a base threshold (326) by way of an adder (310). The resulting sum is the outer-loop set point (322) that is used in a comparator (308). The comparator (308) compares a receive signal strength (306) with the outer-loop threshold (322). The comparator output (360) is inputted to a generate up/down command module (316). The generate up/down command module (316) sends a down command to the mobile unit (100) if receive signal strength (306) is greater than the outer-loop threshold (322), otherwise it sends an up command. |
