The device has a bundle of optical fibers (3), and allocation or distribution points for accessing a telephone or computer network. The points are connected to output points of active elements or passive elements i.e. hubs. One end of each optical fiber is connected to the corresponding active or passive element for permitting connections over allocation or distribution elements. Another end of each optical fiber is connected to switches or distribution cabinets to which telephone or computer equipments are connected by copper wires.
