PURPOSE: A wireless communication system capable of operating a wireless resource in plural allocation bands, femto base station operating the same, and method thereof are provided to operate the wireless resource of allocated frequency assignments by allocating the wireless resource into the frequency assignments. CONSTITUTION: A femto base station(200) operates plural frequency assignments which allocate wireless resources in a wireless communication system. The femto base station terminal(100) receives a wireless period connection request through one frequency assignment among the frequency assignments. The femto base station transmits alarm messages to the terminal when the accommodated rate of the allocation band is insufficient. The terminal requests the connection of a wireless section in the femto cell through an allocation band according to a notice.
