The present invention discloses a method for accessing control during cell update, and it includes the following steps: During the cell update for a User Equipment (UE), a Home NodeB Gateway (HNB GW) determines that a source Home NodeB (HNB) and a target HNB are not belonged to the same Close Subscriber Group (CSG), then the HNB GW executes the accessing control for the UE in local, or indicates a Core Network (CN) to execute the accessing control for the UE. The present invention also discloses a system for accessing control during cell update. Applying the method and system of the present invention can solve the problem in the prior art that the target cell cannot use a Radio Network Controller Identification (RNC-Id) provided by the UE to localize the source HNB, caused that the multiple HNBs belonged to one HNB GW have the same RNC-Id. And the accessing control for the UE by the CN or the HNB GW it realized.
