According to one embodiment, a planar lighting device includes a plurality of light sources, a light guide layer provided on a light-emission side of the light sources and configured to guide light from the light sources, and a reflective layer provided on an opposite side of the light guide layer to the light sources and through which a part of the light is transmitted. The light guide layer includes light-scattering properties for scattering light and is formed so that optical transmittance T based on the light-scattering properties is 40%≦̸T≦̸93%.
