The method comprises the following steps: the load information of service processing boards of different network elements is obtained; according to the load information and a preset energy-saving strategy, energy-saving control instructions are sent to the service processing boards of the different network elements, to make the service processing boards of the different network elements control their operation states according to the energy-saving control instructions, so as to realize dynamic energy consumption control. The embodiments of the present invention can perform centralized control on the dynamic energy consumption of the different network elements, reduce the inconvenience of configuration and maintenance, and reduce the resource consumption.
