Disclosed are a wireless communication device, a wireless communication system, a wireless communication method, and a base station. The wireless communication device is provided with: a reception unit that receives wireless signals from the base station; a transmission unit that transmits an initialization signal for connecting to the base station; a random-number generation unit that generates a random number; and a control unit. After a synchronization process based on a wireless signal received from the base station, the control unit uses a delay time, which depends on the random number generated by the random-number generation unit, to control the timing at which the transmission unit transmits the initialization signal.
