An integrated circuit equipped with a processor is provided with: a loop detection unit which detects if loop processing is being implemented in the processor; a loop carried dependency analysis unit which detects loop carried dependency in the loop processing; and an electricity control unit which carries out energy saving control if loop carried dependency is not detected in the loop processing. By detecting the presence of loop carried dependency in the loop processing, loop processing such as that for calculations can be excluded from energy saving control. Thus, the implementation of a greater variety of busy waiting is detected, and the electricity wasted by busy waiting can be reduced.
