An implementation method for improving call connection ratio of a service and a Radio Network Controller (RNC) are disclosed in the present invention, wherein the method includes that: an RNC sends a Radio Bearer (RB) setup message to a User Equipment (UE) (302); the RNC judges whether an RB response message from the UE is not received during the first predetermined time, and if yes, the RNC prompts the UE to report a cell update message (304); the RNC receives the cell update message from the UE and judges a configuration state of the UE according to the information carried by the cell update message and/or the time for receiving the cell update message (306); and the RNC, according to the configuration state of the UE, performs call re-establishment processing (308). The call connection ratio of the network can be improved according to the technical scheme provided by the present invention.
