PURPOSE: An IPTV blog framework and an IPTV system including the same are provided to induce the interest of a user by collecting user information inputted on a web. CONSTITUTION: A web based IPTV platform(300) provides contents. An IPTV blog framework(100) grasps the interest of a user. The IPTV blog framework receives the content information from the web based IPTV platform. The IPTV blog framework recommends the content based on the interest of the user. The IPTV blog framework receives community information from an IPTV community(200). The IPTV blog framework recommends the community based on the interest of the user.
