PURPOSE: Optical inspecting device and method are provided to improve user's handling convenience and reduce the volume of an inspecting device since it is possible to precisely control by a focus control member outside the device. CONSTITUTION: An optical inspecting device comprises a lighting assembly(130), a refracting member(120), and camera assemblies(102,103). The light assembly radiates light. The refracting member refracts light radiated from the lighting assembly and directs it to a target(300). The camera assembly perceives light reflected by the target and forms image information. The camera assembly is arranged in pair. The camera assemblies are located to face each other. The height of the central shafts of the camera assemblies is differently offset. The optical inspecting device comprises a main refracting unit(101).
