The invention provides a method for enabling fast channel switching. In some embodiments, this method includes: (1) using an encoder to encode input data to produce a base layer and one or more enhancement layers; (2) transmitting an enhancement layer packet comprising enhancement layer information corresponding to a first temporal unit of the input data; and (3) transmitting a base layer packet comprising base layer information corresponding to a second temporal unit of the input data and being decodable by a decoder to produce audio/video data having a first quality, characterized in that the enhancement layer information can be decoded in combination with the base layer information to produce audio/video data having a higher quality than the first quality, and the first temporal unit is larger than the second temporal unit.
