PURPOSE: A rotary blade and a windmill for a horizontal generator using the same are provided to improve turning force by increasing drag when lift is reduced depending on a rotated direction. CONSTITUTION: A rotary blade(140) comprises a body unit(141) and a flap unit(143). The top and bottom surface of the body unit is curved in the same direction as each other. The flap unit is extended from the rear of the body unit. A fluid guide path(145) is formed between the rear of the body unit and the flap unit so that fluid flowing along the bottom surface of the body unit can pass through. An auxiliary fluid guide path(147) is formed in the front of the body unit.
