The exchanger has a passage duct (15) for passing coolant. A set of heat pipes (17) is distributed radially around the duct. An evaporator side (30) is in contact with an exterior wall (34) of the duct. A condenser side (31) of each heat pipe is in contact with a circulation circuit (18) to connect the passage duct to the circulation circuit. The evaporator side of the heat pipes is assembled by an adhesion unit at the external wall of the duct. The circulation circuit comprises an internal envelope (22) and an external envelope (21) for forming a double envelope. An independent claim is also included for a vehicle comprising an internal combustion engine.
